Storm to Shade (S2S) is the city of Tucson, Arizona’s Green Stormwater Infrastructure program. S2S was approved by the Mayor & Council to install and maintain new Green Stormwater Infrastructure (GSI) on public property throughout the City of Tucson, United States.

Blue Baldwin manages the Storm to Shade (S2S) Program at the City of Tucson, which builds and maintains green stormwater infrastructure on public property throughout the city with a focus on equity and investment in historically underserved areas. S2S is a non-regulatory driven program that uses stormwater as the primary irrigation source to support native vegetation in the urban environment.
